Getting a loan – basic requirements


Basic criteria

Potential borrowers are selected based on the following eligibility criteria:

Under the RSBF Programme, financing is extended to enterprises operating in the field of production, services and trade, and loan funds may be used for  working capital financing and the purchase or refurbishment of fixed assets.

A company should not have more than 150 employees. However, exceptions to this rule are possible for labour intensive businesses. Micro businesses usually have  not more than 30 employees. Small companies have more employees depending on the type of business they are running.

Not less than 51% of the share capital of the business must be privately owned. Businesses with foreign ownership may be eligible in case they make long-term investments in their business and thus create new jobs for the Russian economy.    

A business must be engaged in active operations for not less than three months. Depending on the business' complexity this term may vary.

EBRD Programme establishes a list of proscribed activities:

  • manufacturing or trading arms and other military materiel;
  • trade in wildlife and wildlife products regulated under the CITES Convention;
  • tobacco production;
  • production of alcoholic drinks;
  • casinos, gambling;
  • speculation on foreign exchange operations; or
  • operations with securities.

All eligible projects must comply with the national environmental laws and municipal environmental regulations.
